[The Set of IVS in Moji_Joho Collection]

ITSCJ(Information Technology Standards Commission of Japan) SC2 Committee(JSC2), which is Japan National Body to JTC1/SC2 registers the set of ideographic variation sequences in the Moji_Joho collection.

[Background of amended Moji_Joho Collection]

These several years, there preceded a governmental project to gather and consolidate all ideographic characters used for governmental residents administrative use from glyphic point of view, called Moji Joho Kiban project (文字情報基盤整備事業), conducted by Moji Joho Kiban committee under IT Strategic Headquarters (an organization within Japanese Cabinet).
Some glyphs, which share UCS code position under Unification Rule, should be treated with IVS mechanism. So, the committee decided to register such glyphs as a new collection in IVD, and asked JSC2 to be registrant on behalf of the committee.
Recently Japanese cabinet decided that the fruit of the project should be used for development of new governmental IT systems in principal. Accordingly, this registration process is very important to advance Japanese IT policy.
After first version of Moji_Joho Collection was registered in 2014, amended version was registered for the glyphs which share same code positions on CJK Unified Ideographs Extension F in 2017.

[A few notes on this collection]

  • Moji_Joho collection is the very first collection, which shares IVSes with a proceeding collection, Hanyo-Denshi Collection.
  • Hanyo-Denshi project is the predecessor of Moji Joho Kiban project, and Moji Joho Kiban project inherited a lot of the fruit of Hanyo-Denshi project. Accordingly, Moji_Joho collection shares almost all IVSes with already registered Hanyo-Denshi collection, with a few exceptions. Also, Moji_Joho collection contains newly added glyphs to have new IVSes.
  • There are a few groups of glyphs sharing same UCS code positions, which might have independent code positons because of non-cognate rule UCS annex S. But IRG recommended to unify these pair of glyphs in same code position during the discussion. However, it is mandatory requirement for Japanese governmental IT systems to distinguish these pairs with different identifiers, including IVSes. So, JSC2 decided to put these pairs of glyphs into new version of collection in IVD.
